Remodeling an occupied facility is one of the more complex construction scenarios a project manager will face. You’re not working in a clean, controlled environment. You’re working inside a building where people are showing up to do their jobs every single morning — and your job is to make sure construction and operations never collide in a way that creates risk, disruption, or delay.

I’ve managed enough of these projects to know that the ones that go sideways don’t usually fail because of a bad contractor or a tough scope. They fail because expectations weren’t set clearly at the start. The safety plan wasn’t detailed enough. The access routes weren’t thought through. The schedule wasn’t built around how the building actually functions.

Here’s how we approach it.

Start With a Risk Assessment, Not a Schedule

Most project teams want to jump straight to the schedule. I understand the instinct — everyone wants to know when it starts and when it ends. But in an active facility, the schedule can’t be built until you’ve done a thorough risk assessment of the space.

That means walking the building and answering questions like: Where are the primary egress routes, and how will construction impact them? Which areas require ADA-compliant access at all times? Are there hazardous materials — asbestos, lead paint, mold — that require abatement before other trades can enter? What are the fire suppression and alarm implications of the work?

These aren’t theoretical questions. Each one has a direct impact on how phases get sequenced, how long the project takes, and what it costs. Skipping this step doesn’t save time — it creates problems that surface at the worst possible moment, usually when a trade is already on site and waiting.

Understanding what factors affect your construction project before the schedule is built is one of the most important investments of time a facilities manager or business owner can make.

Design the Access Plan Before Work Begins

In an active building, access isn’t just a logistics question — it’s a safety and liability question. Every decision about where workers enter, where materials are staged, and how construction zones are separated from occupied areas needs to be deliberate and documented.

We establish clear access plans that include:

  • Dedicated contractor entry and exit points — separate from the paths used by building occupants whenever possible
  • Staging areas that don’t block emergency exits, loading docks, or primary circulation routes
  • Hoarding and temporary barriers that are structurally sound, clearly marked, and maintained throughout the project
  • Signage that communicates detours and hazard zones in plain language — not just construction tape and an assumption that people will figure it out

One thing I push hard on: the access plan needs to be reviewed and agreed upon by the building owner or facilities manager before work starts — not handed to them on day one. If their team has to adapt to a plan they’ve never seen, you’ve already created a friction point that will show up somewhere.

Build the Schedule Around the Building — Not Around the Crew

The single most common scheduling mistake I see on occupied facility remodels is building the schedule based on what’s most efficient for the construction team, rather than what’s least disruptive to the building’s occupants.

Those are two very different schedules.

When we develop a project schedule for an active facility, we start by mapping the building’s operational rhythms. What are peak occupancy hours? Are there shift changes, deliveries, or events that create high-traffic periods we need to build around? Are there noise-sensitive areas — conference rooms, patient care spaces, classrooms — that restrict when certain work can happen?

From there, we layer in the construction sequence: which phases require the most disruption, and when is the building best able to absorb that disruption? Work that generates significant noise, dust, or odor gets scheduled for off-hours or weekends whenever feasible. Work in areas adjacent to occupied spaces gets coordinated so that it doesn’t conflict with the activities happening on the other side of the wall.

Pre-Construction Meetings Are Non-Negotiable

Before any trade sets foot in an active building, I require a pre-construction meeting that covers four things: scope, sequence, site constraints, and communication expectations.

This isn’t a formality. It’s where problems get solved before they become delays.

Subcontractors who work in occupied facilities regularly already understand the constraints. For those who don’t, this is the conversation that calibrates expectations: where they can work, when they can work, how they need to communicate when they encounter something unexpected, and what the escalation path looks like if a safety issue arises.

My standard is direct: bad news does not improve with time. If something unexpected surfaces during construction — a structural condition we didn’t anticipate, a utility that isn’t where the drawings say it is, a material issue that affects the schedule — I expect to hear about it immediately, with a proposed path forward. That standard applies to our internal team, and it applies to every subcontractor on site.

Communicate With Occupants — Proactively and Consistently

The people who work in the building are not a captive audience. They have jobs to do, and construction is a disruption to those jobs. The least we can do is make sure they’re never surprised by something we knew was coming.

On every active facility project, we provide weekly updates to the building owner and facilities manager that include: what work is happening, where, during what hours; any anticipated disruptions to access, utilities, or systems; and what’s coming in the following week so they can communicate internally and prepare their team.

When occupants know what to expect and when to expect it, they manage the disruption. When they don’t, they call their facilities manager — who calls us — and now we’re spending time on reactive communication instead of construction.

What to Ask Before You Hire

If you’re evaluating contractors for a facilities remodel in an occupied building, here are the questions that will tell you the most:

  1. How do you conduct your pre-construction risk assessment? The answer should include specifics about egress, ADA compliance, hazardous materials, and utility impacts.
  2. How is the access plan developed and communicated to our team? It should be collaborative — not handed over on day one.
  3. How does your schedule account for our building’s operational hours and peak periods? If they haven’t asked you about those yet, that’s a concern.
  4. What is your process when something unexpected comes up on site? Look for immediate transparency and a solution — not damage control after the fact.
  5. How do you communicate with building occupants throughout the project? The answer should be proactive, not reactive.

The Bottom Line

Active facility remodeling is manageable — but it requires a level of discipline and detail that not every contractor brings to the table. The safety plan, the access plan, and the schedule all need to be built around how the building actually functions, not around what’s most convenient for the construction team.
